Version 1.0
Issue Date: May 2024

Qualification -
Unit of Competency MEA731 - Perform aircraft weight control activities
Description
Employability Skills
Learning Outcomes and Application This unit of competency describes the skills and knowledge required to perform aircraft weight control activities. Activities include weighing aircraft and calculating the centre of gravity (CG), developing and maintaining weighing records, and developing and updating applicable loading systems. The unit applies to weight control activities for large and small aeroplanes and helicopters. The unit involves activities associated with the privileges and responsibilities of an aircraft weight control authority appointed by the Civil Aviation Safety Authority (CASA) in accordance with Civil Aviation Order (CAO) 100.28.This unit forms part of the CASA requirement for maintenance certification licences under Civil Aviation Safety Regulation (CASR) Part 66. Where a CASA licensing outcome is sought, users must refer to the licensing provisions in the MEA Aeroskills Companion Volume Implementation Guide.
Duration and Setting X weeks, nominally xx hours, delivered in a classroom/online/blended learning setting.

Elements of Competency Performance Criteria
Element: Weigh aircraft
  • Determine applicable weighing procedure
  • Assemble required support equipment and scales or load cells, and personnel qualified to perform the weighing activity
  • Ensure aircraft is prepared for weighing according to aircraft maintenance manuals, applicable data, and work health and safety (WHS) requirements
  • Ensure aircraft is placed on weighing equipment and set up in required weighing attitude while observing WHS requirements
  • Weigh aircraft according to specified procedure
  • Ensure aircraft is restored to operating configuration

Element: Determine requirement to weigh an aircraft
  • Determine regulatory, aircraft manufacturer, and organisational requirements for weighing aircraft

Element: Identify modifications or repairs that necessitate the weighing of aircraft

Element: Identify regulatory requirements for weighing the aircraft, and required time intervals for re-weighing it

Element: Identify regulatory requirements for establishing fleet weight values, and required time intervals for re-establishing them
  • Determine applicable weighing procedure

Element: Assemble required support equipment and scales or load cells, and personnel qualified to perform the weighing activity

Element: Ensure aircraft is prepared for weighing according to aircraft maintenance manuals, applicable data, and work health and safety (WHS) requirements

Element: Ensure aircraft is placed on weighing equipment and set up in required weighing attitude while observing WHS requirements

Element: Weigh aircraft according to specified procedure

Element: Ensure aircraft is restored to operating configuration

Element: Calculate and assess centre of gravity
  • Determine aircraft empty weight from weighing results

Element: Use required moment arm data and mathematical formulas to calculate empty weight CG

Element: Initiate remedial action according to regulatory requirements and organisational procedures if CG is outside certificated limits for aircraft type

Element: Update aircraft weighing record
  • Update aircraft weighing summary with revised aircraft empty weight and empty weight CG data according to regulatory requirements and organisational procedures

Element: Revise load data sheet as required to align with revised aircraft weighing summary weight and balance data

Element: Develop or update an aircraft loading system
  • Determine fore and aft CG weight and balance extreme conditions, and revise load data sheet and loading system as required

Element: Calculate aircraft operational weight and operational weight CG for entry on to load data sheet and for use in developing or revising aircraft loading system

Element: For small aircraft, develop/revise loading system using placards placed in aircraft or information in Aircraft Flight Manual

Element: For large aircraft, calculate weight and balance data for required passenger and cargo loading requirements/configurations, and present data in a form that meets regulatory and organisational requirements for a system that guides and controls aircraft loading

Element: Update or provide data for updating computers used for aircraft loading and weight and balance computations

Element: Provide data to designated authority for the amendment of flight manual content relating to aircraft weight and balance

Submission Requirements

List each assessment task's title, type (eg project, observation/demonstration, essay, assignment, checklist) and due date here

Assessment task 1: [title]      Due date:

(add new lines for each of the assessment tasks)

Assessment Tasks

Copy and paste from the following data to produce each assessment task. Write these in plain English and spell out how, when and where the task is to be carried out, under what conditions, and what resources are needed. Include guidelines about how well the candidate has to perform a task for it to be judged satisfactory.
Copy and paste from the following performance criteria to create an observation checklist for each task. When you have finished writing your assessment tool every one of these must have been addressed, preferably several times in a variety of contexts. To ensure this occurs download the assessment matrix for the unit; enter each assessment task as a column header and place check marks against each performance criteria that task addresses.
